Position Summary
This position is responsible for crime analysis, intelligence development, and the operation of the Unmanned Aircraft Systems (UAS) in support of law enforcement and public safety operations.
Position Description
ESSENTIAL FUNCTIONS

  • Collects, collates, and analyzes crime reports, arrest data, field interview data, intelligence reports, traffic data, and
    other crime-related information to identify patterns, series, and trends; conducts tactical, strategic, and
    administrative crime analysis using chronological, geographic, and statistical methodologies.
  • Utilizes Geographic Information Systems (GIS), Computer Aided Dispatch (CAD), Records Management Systems
    (RMS), Georgia and National Crime Information Center databases, and other state and federal systems to conduct
    analytical queries; performs mapping functions and produces geographically and temporally relevant crime
    visualization products.
  • Produces crime bulletins, trend analyses, hotspot maps, and intelligence briefings for patrol, investigations, and
    command staff; generates detailed statistical reports and delivers presentations to department leadership, elected
    officials, community stakeholders, and external partners.
  • Conducts research and compiles background information to support criminal investigations and traffic enforcement
    initiatives; provides preplanning research and analytical data for Incident Action Plans (IAPs).
  • Conducts social media assessments to support investigations and identify criminal behavior or organized activity.
  • Creates and maintains databases, analytical tools, spreadsheets, maps, and visual products to support operational
    and strategic objectives.
  • Provides real-time aerial surveillance, live video feeds, and situational awareness to RTCC personnel, command
    staff, and field units; monitors and interprets drone imagery to identify suspects, fleeing subjects, hazards,
    perimeter breaches, traffic patterns, missing persons, crash scenes, and potential evidence.
  • Works closely with the RTCC Manager, sworn personnel, and department and city leadership to support pursuits,
    searches, tactical operations, and large-scale incidents.
  • Conducts pre-flight inspections, mission planning, risk assessments, and airspace evaluations; ensures safe and
    compliant UAS operations in accordance with FAA Part 107 regulations, Certificates of Authorization (COA),
    airspace restrictions, and department policies.
  • Maintains accurate flight logs, deployment records, evidence documentation, and equipment maintenance reports;
    assists in developing drone deployment strategies, mapping resources, and standard operating procedures.
  • Maintains operational readiness for rapid field deployment as mission needs dictate; supports RTCC operations
    during non-flight periods including camera monitoring, technology-assisted analysis, and digital evidence review.
  • Communicates effectively with other members of the department through the assigned radio.

  • Knowledge of crime analysis principles and practices.
  • Knowledge of city and departmental policies and procedures.
  • Knowledge of FAA/UAS regulations and safe drone flight operations.
  • Knowledge of computers and job-related software programs.
  • Skill in the analysis of data and the preparation of reports.
  • Skill in the use of office equipment such as a computer, scanner, fax machine, and copier.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
  • Skill in usage and application of analytical software, GIS platforms, CAD/RMS systems, and other related systems.
  • Ability to operate UAS platforms in public safety or comparable environments.
  • Ability to operate under high-pressure, time-sensitive conditions.
  • Ability to present complex information clearly to varied audiences.
  • Ability to maintain confidentiality of sensitive information.
SUPERVISORY CONTROLS
The Real Time Crime Center Manager assigns work in terms of general instructions. The supervisor spot- checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final
results.


GUIDELINES
Guidelines include FAA UAS regulations, GCIC/NCIC rules, state and federal laws, city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and
interpretation in application.


COMPLEXITY/SCOPE OF WORK
  • The work consists of varied crime analysis, intelligence, and UAS operation duties. The need for accuracy, attention to detail, and compliance with federal regulations contributes to the complexity of the position.
  • The purpose of this position is to deliver actionable intelligence products and provide FAA-compliant drone deployment during active incidents, planned operations, and special events. Successful performance
    contributes to the efficiency and effectiveness of department operations. This position may require working nights, weekends, holidays, and extended hours during critical incidents or special events.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is performed in a combination of office-based analytical work and field-based UAS deployment. 
 
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree
    in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the basic principles relevant to the major duties of the
    position, usually associated with two to three years of related experience in crime analysis, intelligence
    analysis, GIS, or law enforcement support functions.
  • Possession of or the ability to obtain Crime Intelligence Analyst Certification through POST. 
  • Possession of a current FAA Part 107 Remote Pilot Certificate. 
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type
    of vehicle or equipment operated.
